Honors the Historic Court Case that Created Another Latino District

Los Angeles--City Councilmember Gil Cedillo will celebrate the landmark court case that created the First Council District in Los Angeles, increasing representation for the Latino community. CD 1 is one of the 15 districts of the Los Angeles City Council, representing sections of Northeast Los Angeles and Downtown City West. Between 1923 and 1987 District 1 represented all, then parts, of the San Fernando Valley. It was redistricted in 1987 to cover an area northwest and north of Downtown Los Angeles, to provide another majority-Hispanic council district in the city.

The creation of the First Council District was the result of a landmark court case fought by MALDEF (Mexican American Legal Defense and Educational Fund) mandating that a Latino district be created because of the gerrymandering that took place for decades. The only Latino on the Council at the time, Richard Alatorre, fought vigorously to have more representation for the growing Latino population in Los Angeles.

The First Council District was created in 1987, and was represented not by a Latino, but a Latina by the name of Gloria Molina, who was then elected to the Board of Supervisors in 1991. Council District 1 was then represented by Mike Hernandez, Ed Reyes, and is currently represented by Gil Cedillo. 2017 marks the 30th Anniversary of Council District 1.
