Cedillo Proclaims 2016 A Victory for Tenant Protections
Applauds HCID and Housing Committee for Productive Year in Support of Tenants

Los Angeles–As Chair of the Housing Committee, Councilmember Cedillo applauds the City’s efforts to protect Rent Stabilization Ordinance (RSO) units and advocacy for affordability citywide. This week, Mayor Eric Garcetti signed the Buy Out Agreement Amendment to the RSO. This new provision ensures full disclosure and transparency of tenants’ rights, adding to a cadre of legislative actions that deem this year a victory for tenant protections.

“As Chair of the Housing Committee, I am proud to add another layer of protection for tenants with the Tenant Buyout Notification Program amendment to the City's Rent Stabilization Ordinance,” said Housing Committee Chair Councilmember Gil Cedillo, who was key in ensuring the ordinance’s passage. “This program requires landlords to inform tenants of their RSO rights before executing a buyout agreement, giving them full disclosure of their rights and protections under the RSO,” added Cedillo.

Together, HCID and the Housing Committee have moved forward several legislative proposals to strengthen the City’s RSO housing stock. These proposals include:
• Foreclosure Eviction Moratorium
• Seismic Retrofit
• Enhanced SCEP Pilot
• REAP Technical Amendments
• Rent Registry
• Technical Amendments to RSO
• Ellis Act Amendments to RSO
• Buy-out Agreement Amendment to RSO
• SCEP Tier Inspection Program
