Friends,

This week, my long-time friend, Council President Herb Wesson, Jr., moved to resign from his post as Council President at the end of the year. I want to congratulate him on his eight amazing years of service leading the Council as our President and am proud to have worked with him to solve the critical issues facing our City under his leadership. I look forward to working with Councilwoman Nury Martinez and Councilman Joe Buscaino as they take on their new posts as Council President and Council President Pro Tempore.
I also want to make sure that everyone in the First District knows that this weekend I am hosting my annual Toy Giveaway, at Central City Neighborhood Partners in the Central City West neighborhood. On Sunday, we will have music, Santa’s Workshop, arts and crafts, raffles, and more, free for all families to enjoy! We are going to be giving away 10,000 toys this year to families in CD 1, and I am looking forward to the festivities this weekend!

On Sunday, Team Cedillo participated in the annual Lincoln Heights Holiday Parade. Parade honorees included Community Celebrity Grand Marshal Michael Flores, Community Sports Grand Marshal Coach Rourke "Bubbles" Huff, Community Arts Grand Marshal David Flury, and Community Centennial Grand Marshal Lucy Lopez. Santa was spotted at the parade, with a security detail from LAPD Hollenbeck Community Police Station providing extra protection for his toys. Of course, the Lincoln Heights Holiday Parade would not be complete without the Lincoln High School Band and our classic and low-rider car culture participants.

The Glassell Park 12th Annual Tree Lighting Event was a great success! Team Cedillo wants to offer special thanks to Maggie Quiroz for her help in putting together an amazing community event. Children of all ages took to the stage to give a wonderful performance. Once the enormous holiday tree was lit, Santa was there to spread holiday cheer, distributing hundreds of toys to children of all ages.

Team Cedillo presented the Human Relations Commission a resolution on behalf of the City Council and Mayor thanking them for their support of Not in Our Town and United Against Hate Week.

In response to the heavy rain last week, the City opened several city facilities as augmented cold weather shelters, including Echo Park Community Center and Glassell Park Recreation Center in CD1. Team Cedillo dropped off 300 pairs of socks at each shelter. The Glassell Park site sheltered 16 people and the Echo Park site sheltered 54 people. When the shelter closed on Saturday to transition to the regular winter shelter program, 90% of the shelter participants at these sites agreed to go to another winter shelter program for continued support and assistance. Thank you First to Serve for stepping up on short notice to operate these shelters. We will keep you informed if more city facilities reopen as winter shelters. 

SPEED HUMP PROGRAM

The Speed Hump Program opens up a review cycle every 6 months to take petitions for speed humps. The speed hump application form will open Wednesday, January 29, 2020 at 8 a.m. PST For more info, please visit LADOT website and follow step 1 of the process when the program opens. The system only allows 450 entries and automatically closes after full capacity.

 Sidewalk Program

The City of Los Angeles has recently extended its Safe Sidewalks LA Rebate Program. 

Over the next 30 years, the City will invest $1.4 billion to fix sidewalks in Council District 1 and elsewhere across the city, making them accessible to everyone. Eligible property owners willing to pay for their own sidewalk repair on an accelerated schedule can receive up to $10,000 in rebates for a commercial or residential lot while funding remains available. 

If you are a property owner with broken sidewalks in front of your business or home, you are eligible for the rebate program. For questions about the rebate and to learn more, please visit at https://safesidewalks.lacity.org/ for the program or call the CD 1 Highland Park District Office at 323-550-1538.

Today, Councilmember Cedillo honored "The All-Americans" with a special presentation during Council. Attendees included former Roosevelt Head Coach Javier Cid, former Roosevelt Assistant Coach and current Garfield Assistant Coach Alfred Robledo,

Roosevelt High Quarterback Sammy Hernandez, Director Billy McMillin, and other production crew from the film. Mireya Ramos from the band Flor de Toloache, who sang the new rendition of "Fortunate Son" featured in the film’s end credits, also attended Wednesday’s presentation.

Home to the nation’s largest Latino immigrant population, East Los Angeles sits squarely in the crossfire of debate about American identity. Yet every November, this community comes together for a distinctly American event, drawing 25,000 proud locals to one of the country’s fiercest high school football rivalry games: The East L.A. Classic. The All-Americans follows four students seeking glory on the field, while grappling with personal obstacles and striving to make sense of their community’s place in today’s America.

For the first time in the history of Council District 1 we opened a district office in the Westlake neighborhood. We gave out 600 turkeys, 2,000 shirts, 1,000 paletas and spent the day celebrating with our community resource booths, student entertainment groups, Vilma Diaz and some confetti! What a Saturday to remember!

Last week, Councilmember Cedillo and team gave away 2,000 turkeys for our 20th Annual Turkey Giveaways. This includes 900 that we distributed to our non-profit partners serving our constituents in the First Council District, 600 at our new Westlake Office Grand Opening, 200 at the Lincoln Heights Senior Center and the LA Dodgers distributed 300 turkeys to CD 1 constituents.

Silent art auction to benefit Central City Action Committee/CCAC in Echo Park

The event will benefit at-risk youth services and programs organized by non-profit Central City Action Committee. Friends,

I applaud the State Legislature for their recent passage of AB 1482 that prohibits property owners from increasing annual rents by 5% plus inflation while limiting tenant evictions only for just cause.        

Since the introduction of AB 1482 last Match, a surge in ‘no-fault’ evictions was reported in cities around the state including the City of Los Angeles.  On Tuesday, the Council passed an ordinance that would temporarily prohibit all no-fault evictions through December 31, 2019 while preventing evictions for tenants who remain in their homes and whose eviction cases have yet to be adjudicated.    

Unanimously approved by my Council colleagues, my last minute amendment to Section 1 of LAMC 49.98.3 reads as follows: ”This Article shall apply to tenancies where the tenant remains in possession and the eviction lawsuit has not been adjudicated.”  It essentially provides protection to a much larger group of Los Angeles residents than those initially covered by AB 1482.    

This one victory for tenants’ rights is a step forward in our overall battle to solve the housing crisis.  In doing so, I promise never to leave our most vulnerable members behind.

The emergency ordinance halting evictions without just cause was approved by the City Council and signed by the Mayor on Tuesday this week. An amendment that would expand the coverage of the ordinance was proposed by Councilmember Cedillo, and was universally approved.

On Tuesday, Councilmember Cedillo celebrated the 90th anniversary of Eastside Market Italian Deli, a historic cornerstone in the Victor Heights neighborhood of CD 1. Even decades after one of the largest Italian-American communities in California has moved on, Eastside Market still provides their delicious hot and cold sandwiches to the community, and especially to our City family who stop by for a bite every day.

Councilmember Cedillo honored cultural ambassador Roy Choi at the 33rd Annual KHEIR Dinner on Wednesday. KHEIR has grown to address the multitude of needs in our diverse community. They serve over 12,000 patients a year with 90% of their clients low-income of many different social and cultural backgrounds. Congratulations to all the honorees, and thank you to KHEIR for continuing to serve CD 1.

Councilmember Cedillo co-sponsored a lunch on Thursday with Victory Outreach to honor the work of 150 first responders. We thanked the honorees for their efforts and service in protecting our community, responding to emergencies, and aiding and assisting neighbors when in need. Their selfless sacrifice provides critical support for our communities, and we owe them and their families a huge debt of gratitude.

Team Cedillo hosted a round table forum at Los Angeles City Hall on the challenges of developing Micro-unit Housing. Microunits provide high-quality living space on a smaller footprint than traditional apartments, and are another option the City is considering in providing more residential options in transit-dense areas.

Nearly 40 architects, real estate professionals, and interested stakeholders came together to identify potential hurdles in producing this housing type in Los Angeles.  We eagerly await the results of the City’s studies that will give further insight into this new type of high-density housing.

October is coming to an end, but our festivities are just beginning! We invite you to join us on Tuesday, October 29, 2019, at 5:30 pm for Mujeres De la Tierra’s annual Dia de los Muertos Community Procession, co-sponsored by Councilmember Cedillo. 

The community procession will begin at Cypress Park Branch Library and will conclude at the Los Angeles River Center and Gardens. As there is no parking at the library, we recommend you park at the Los Angeles River Center and Gardens (570 W Ave 26, Los Angeles, CA 90065). A FREE shuttle will be provided to the Cypress Park Branch Library (1150 Cypress Ave).

Once at the Los Angeles River Center and Gardens, we will have a ribbon cutting ceremony for our altar art installation that will include food, music, and community networking.

For the past six years, Mujeres de la Tierra has celebrated Dia de los Muertos by creating artistic and unique altars to commemorate Latino traditions. The goal for our community procession is to invite local Northeast Los Angeles neighborhoods to foster deeper community ties and to continue to celebrate ancestral tradition.

CD 1 comes through for Franklin High School students and parents. Principal Regina Marquez-Martinez at Franklin High got in touch with Councilmember Cedillo about an unsafe DASH stop, and CD 1 was able to quickly provide the necessary changes. We had a Free Farmers Market in Cypress Park at El Centro Del Pueblo. Councilmember Cedillo partnered with Umma to provide free produce for the community. Thanks to GPNC, Unidos por NELA, and Accion Communitaria for helping make this happen.

Sidewalk Program

The City of Los Angeles has recently extended its Safe Sidewalks LA Rebate Program. 

Over the next 30 years, the City will invest $1.4 billion to fix sidewalks in Council District 2 and throughout the city, to make them accessible to everyone. While funds are available, eligible property owners willing to pay for their own sidewalk repair on an accelerated schedule can receive up to $10,000 in rebates for a commercial or residential lot.

On Tuesday in Council, I joined my colleagues in supporting an ordinance that would protect tenants from any rise in no-fault evictions in anticipation of AB 1482, the recently signed state law, which prohibits evictions without "just cause" and restricts rent increases to no more than 5 percent each year.

It is not a surprise that in advance of the implementation of AB 1482, no-fault eviction notices and threats of eviction have surged. This new emergency ordinance will ensure renter protections to hundreds of thousands of households and give those residents housing security until the new State law takes effect on January 1. At a time when the City is experiencing an unprecedented housing crisis, the new legislation provides a critical tool to prevent further homelessness and displacement.

Lincoln Heights BID Renewal Moving Forward

On Tuesday this week, Councilmember Cedillo’s motion authorizing all necessary assistance for renewing the Lincoln Heights Business Improvement District was passed on consent. The City Clerk has now been given the power to disburse funding to support the work necessary for the renewal, and we eagerly await the new works that the BID has in store for the future.

Councilmember Cedillo joined Councilwoman Monica Rodriguez in celebrating the 25th Anniversary of ABC 7's Vista LA by honoring the staff, reporters, and producers in council last Tuesday. Vista LA has served as a platform for inspiring the community, shedding light on key issues, and giving a voice for the Latino community in Southern California.

After many months, the second improvement phase at the Hoover Triangle is finally complete! Councilmember Cedillo has long-supported the project, authoring the necessary funding for all the improvements at the revitalized public space.

Located in University Park, Hoover Triangle now has two brand-new shade structures, large box canopy trees to provide even more shade, decorative items, benches, and trash receptacles designed to provide the local community with public space for gatherings, hangouts, and even local festivals like the upcoming Day of the Dead festival on November 2.

Council Passes 2019-2020 Budget

Thanks to the tenacity, ingenuity, and diplomacy of my colleagues and city staff, we passed the City of Los Angeles’ new $10.6B budget for Fiscal Year 2019-2020 – with the largest reserve fund in City history. Having this reserve places us in a healthy fiscal state to address today’s needs while also protecting us from possible economic downturns in the foreseeable future.

The entire City of Los Angeles and City Hall were feeling the Blue & Gold spirit this week as we gathered to honor the University of California, Los Angeles for their Centennial Anniversary Celebration. Team Cedillo, in particular, was very excited as we have the honor of having a significant number of Bruin staff. “Can you do the 8-clap?” is a mandatory question for all Team Cedillo job interviews. We’re half-joking. Go Bruins!

In Memory of: Nativo Lopez

My great friend and ally, Nativo Lopez Vigil, President of La Hermandad Mexicana passed away last Sunday.  It was from Nativo that I first learned about the mass towing of vehicles owned by undocumented immigrants which led to my decade long fight in the Legislature to allow undocumented immigrants apply for AB 60 Driver’s licenses.  Nativo was always there to fight the good fight, no matter the controversy or unpopularity of a cause.  In a time where immigrants are vilified by the person who occupies the highest office in the land, Nativo has chosen to fight for the undocumented working members of the society.  His friends, as well as his critics, all agree that Nativo was “fearless”.  I share more about our history and just how much he meant to me in a Facebook post earlier this week, found here.
